As public concern over governmental inaction on climate change grows, it becomes vital to answer the Question of Legitimate Means: what actions can political actors legitimately take to pursue their goals? This paper argues that a particular understanding of the political realm, which I will call the spectator’s view on politics, prevents theorists from confronting this question. Using the philosophy of Noortje Marres, I will demonstrate that the spectator’s view posits a transcendental goal to politics, subordinating any means to the (...) realization of this goal. I will then contrast this view with the political philosophy of John Dewey. Dewey’s approach not only makes it possible to answer the Question of Legitimate Means, but highlights its importance to any democratic project. (shrink)

Facilitating access to asylum and other forms of refugee protection for the millions displaced by mass atrocities in Syria and Iraq is essential to the implementation of the international norm of the Responsibility to Protect. This responsibility, however, has been disproportionately shouldered by several states in the Middle East and Europe. This article explores the challenges associated with refugee responsibility-sharing in the context of RtoP and draws on work in climate justice and political realism to articulate a framework for integrating (...) culpability as a key criterion in allocating states’ responsibilities to protect refugees. An empirical and normative assessment of U.S. responsibilities to protect refugees in the cases of conflict-induced displacement in Syria and Iraq outlines several potential paths of culpability. The article ultimately argues for greater attention to culpability, equity, and legitimacy within the discourse surrounding RtoP and refugee protection. The article also advocates linking the benefits of refugee responsibility-sharing with states’ national interests and highlights several such links with regard to U.S. responsibilities in Syria and Iraq. Op 4 mei 2011 overleed Koen Raes. Hij was verbonden aan de Vakgroep grondslagen en geschiedenis van het recht van de Universiteit Gent en speelde decennia lang als publieke intellectueel en ethicus een belangrijke rol in maatschappelijke en ethische debatten in Vlaanderen, België, Nederland, maar ook daarbuiten. In dit boek is een brede selectie van ingeleide teksten van hem opgenomen. Het verschijnt parallel met een (dubbel)nummer van het tijdschrift 'Ethiek en Maatschappij' - een tijdschrift door Koen Raes in 1998 opgericht (...) en waarvan hij tot recent ook de gedreven hoofdredacteur van was. Uit de hier door Gily Coene verzamelde teksten en uit de inleidingen erop blijkt overduidelijk hoe scherp en helder Koen Raes complexe maatschappelijk-ethische problemen en thema's in kaart kon brengen en hier een gefundeerde positie over kon ontwikkelen. Living the threshold: Simondon and the living individuation Describing the evolution of the individual from the physical to the vital individuation, from the psychic to the collective individuation, the article aims at reconstructing Simondon’s theory of the individual with which the philosopher shows how the subject is a never-ending process of individuation that emerges from a pre-individual field that makes individuation itself possible.

A WOUND ON POETRY: A READING OF PASOLINI’S TEOREMA Through analyzing Pasolini’s Teorema, the intention of the paper is to suggest that besides a sublimated effervescence that, according to Durkheim, blends people together, there is also another force that does not let itself be sublimated and for this reason checkmates the Symbolic order of society. The article is divided into three sections and reconstructs Proust’s impact on Bataille’s philosophy. The first one shows how Bataille derives from Proust an atheism very much different from Nietzsche’s, but not less influential for his thought. The second part presents Bataille’s critique on Proust’s conception of Œuvre, in relation to his notion of teleology. The final part compares the episode of Mlle Vinteuil with the alleged personal experience of Proust at the brothel, providing and discussing Bataille’s reading. Between the first and the second volume of The History of Sexuality there is a gap of eight years in which Foucault did not publish anything except interviews. Analyzing some of those interviews, the article reconstructs the reasons that lead Foucault to abandon the thematization of power’s constraints imposed on the subject and start to elaborate an ethics in which the subject can be rid of him or herself thorough a care of pleasure. Arguing how this change does not represent (...) for Foucault a denying of his previous work but its evolution, the article shows that, despite Foucault’s attempt to establish a discourse other than psychoanalysis, his ethics of sexuality unwittingly returns to the “force” that psychoanalysis recognizes as animating sexuality. These proceedings collect the selected contributions of participants of the First Karl Schwarzschild Meeting on Gravitational Physics, held in Frankfurt, Germany to celebrate the 140th anniversary of Schwarzschild's birth. They are grouped into 4 main themes: I. The Life and Work of Karl Schwarzschild; II. Black Holes in Classical General Relativity, Numerical Relativity, Astrophysics, Cosmology, and Alternative Theories of Gravity; III. Black Holes in Quantum Gravity and String Theory; IV. Other Topics in Contemporary Gravitation. Inspired by the foundational principle ``By (...) acknowledging the past, we open a route to the future", the week-long meeting, envisioned as a forum for exchange between scientists from all locations and levels of education, drew participants from 15 countries across 4 continents. In addition to plenary talks from leading researchers, a special focus on young talent was provided, a feature underlined by the Springer Prize for the best student and junior presentations. Hymen construction and nontherapeutic male circumcision are medical nonindicated interventions that give rise to specific ethical concerns. In Europe, hymen construction is generally more contested among medical professionals than male circumcision. Yet, from a standard biomedical framework, guided by the principles of autonomy, beneficence, nonmaleficence, and justice, circumcision of boys is, as this article explains, more problematic than hymen construction. While there is a growing debate on the acceptability of infant circumcision, in the case of competent minors and adults the (...) surgery is not questioned. In the case of hymenoplasty, usually requested by a competent patient, it is recommended to only perform the operation after extensive counseling and if there are compelling conditions. The article further explores why attitudes of medical professionals toward both surgeries diverge and seeks to explain how this is largely informed by gendered and socio-cultural understandings. This paper examines the texture of communication between Swiss scientists and lay observers and traces the development of a language for seismology that was simultaneously scientific and vernacular. The correlation between dialogue and religion, both as conceptual apparatuses and as current practices, has had a long history. The purpose of this essay is to isolate one such instance – the “critical dialogue” taking place amongst scholars of religions – which involves also the dialogue scholars establish with their field of study and/or a given religious tradition. Following a brief clarification of terminology used, I will proceed to discuss concrete examples of critical dialogue within the Study of Religions and (...) how this might be enhanced. Finally, I will draw some partial conclusions which might pave the way for this critical dialogue to improve and continue. (shrink)

ArgumentWhat, if anything, uniquely defines the mountain as a “laboratory of nature”? Here, this question is considered from the perspective of meteorology. Mountains played a central role in the early history of modern meteorology. The first permanent year-round high-altitude weather stations were built in the 1880s but largely fell out of use by the turn of the twentieth century, not to be revived until the 1930s. This paper considers the unlikely survival of the Sonnblick observatory in the Austrian Alps. By (...) examining the arguments of the Sonnblick's critics and defenders, it reveals a seemingly paradoxical definition of the mountain as a space that simultaneously maximized isolation and communication. Drawing on the social and environmental history of the Alps, it shows how the Sonnblick came to appear as the perfect embodiment of this paradox. (shrink)

The Anthropocene is the signature concept of the new discipline of Earth System science (ESS). This essay argues that ESS is, first and foremost, a framework for interdisciplinary collaboration, and it considers the advantages and disadvantages to historians of adopting this framework. The authors conclude that the epistemological framework of ESS devalues the role of historical interpretation and evinces a self-defeating tendency toward Holocene nostalgia. A historically informed response to the present environmental crisis needs to attend to historical forces that (...) remain invisible to ESS, such as the technological agency of nondominant actors. Although deconstruction has become a popular catchword, as an intellectual movement it has never entirely caught on within the university.

In view of a better comprehension of the current bad situation of the municipal finances, the evolution of the expenses of the Belgian municipalities has been investigated. Although the attention is focussed on a descriptive analysis, some explanatory indications are also given by analysing the expenses in functionof the number of inhabitants and of the geographical situation. Special attention was given to the evaluation of the potential inffoence of the amalgamation of the municipalities, which in 1976 reduced their number from (...) 2 359 to 596.The global municipal expenses have increased by circa 25 %. The pattern of expenditures remained fairly stable. There was a positive - although not rectilinear, and important exceptions exist - correlation between the population number and the level of expenses. The number of inhabitants also infiuences the destination of the revenues in a significantway. The amalgamation process seems to have only an indirect repercussion on the expenses, particularly by the change in the spreading of the municipalities over the different categories.Especially the remarkable and relevant inter-regional differentiation of the expenses - W alloon municipalities spend more money per inhabitant and following other priorities - needs further research.
